I've noticed that the 50 gold is only received if you use retribution on creeps that are not final hit with retribution.
The first image is where I use retribution on target at 100% HP and kill to receive base gold + 50 from emblem. The second I kill using retribution, but only receive base gold without the emblems bonus.
