Is this a bug or intended?

Layla 2nd skill marks any enemy hit and it is aoe. So if she focuses 1 minion and there's minions next to it, all minions will be marked. She can mark heroes, minions, creeps, turtle, lord, summoned lord and any summon unit such as sun clone, kupa, etc. However she can't mark the Goos of Gloo ultimate. I'm wondering if it is a bug or is it intended.

I think it's intended since it'll be op if she's able to proc it with Gloo's minions.

But it works on vexana's passive she puts a mark on all Gloo's minions and when they die it 1 shot Gloo. It wouldn't be op anyway it will just add a 3rd Gloo counter alongside vexana and faramis. It will also give layla a chance to shine whenever Gloo is meta.
