Passive: Vampiric Touch
Everything she touches, heals her 30+2% of her lost HP, has a 1.5s cooldown.
Skill 1: Moon Light Shatter

Draw out a magic circle and shoots a red laser for at a certain direction for 1.2s dealing 60/80/100/120/140/160(+60% total magic power) magical damage every 0.3s. While healing her 10% total magic power. Heals 5% when used on minions.
(She is unable to use other skills while Moon Light Shatter is being casted)
Skill 2: Sanguine Scythe

CD: 12.0/11.2/10.4/9.6/8.8/8.0 second(s)
Summons her scythe throws the scythe in the designated direction, dealing 250/280/310/340/370/400(+150% total magic magic power) magical damage in a 3 diameter unit area(I honestly don't know what Moonton unit of measurement is), stunning the enemy for 0.6s.  
Use Again: Her scythe will stick to the ground for 3s, tapping on the skill will cause it to explode reducing enemy speed by 20% for 1.2s while summoning 3 bats which will attack enemy hero that is still inside the area, each heals her 1% of her lost HP.
Skill 3: Blood Destruction

Elena breaks her limits, blood gushes through her like adrenoline. For the next 5.0/6.0/7.0 seconds, Elena gains 40/50/60 Magical Attack, also gaining 10/20/30 Magical and Physical defense, and gain 15% Movement speed. Her skills will have no CD during the period of Blood Destruction.
Once Blood Destruction is finish, she entered weakened state and fatigue for 5 seconds, Physical and Magical reduced by 60% and reduced speed by 40% that decays over time.
Other: Family Love
When Cecillion and Carmilla is in the match(either on enemy side or ally side), Elena gains a shield 100+(25*Parent's Highest Level) every 40 seconds.

Love the design.
Maybe lower har missing hp healing a bit cause with tanky built she is gonna have extreme regen. Like the fatique idea. Keep in mind though that no cool down means uncontrolled spamming. It needs in game test to optimize it.

This can be a new hero, It's good but it's kinda hard to maintain based on the skills since the 1st skill can't make you use any other skills but it's fine since it balances the hero. Hope moonton will approve this!
