In the current game, slow down is a priority rather than speed up. When you're both speeding up and slowing down, the slow takes effect. One of example of this is when Yve slowed down Rafaela and Rafaela used her 2nd skill, which provides movement speed, you're still slowed. I think the calculation must be "Current Movement Speed (+Speed Up/-Slow Down) - Slow Down/+Speed Up". For easy explanation, when a hero is speeding up and suddenly slowed down, the movement speed should be reduced based on the total movement speed the hero have when he is speeding up and when a hero is slowing down and suddenly speeded up, the movement speed should be increased based on the total movement speed the hero have when he is slowing down.

For example:
Normal Movement Speed Based on Its Stat: 10
Speed Up: 20
Slow Down: 30

Calculation: 10+20-30 = 0
Result & Conclusion: 0 is the movement speed of the hero have, which means 10% is reduced to the normal movement speed of the hero.

In the current game, even the hero is speeded up, when the slow takes effect, the hero will be slowed down based on the percentage of slow effect.

To summarize:
When the speed up is higher than slow down, the movement is fast.

When the slow down is higher than speed up, the movement is slow.

Battle spells like Sprint and Purify removes the debuff of slow down, so only speed up will be included in calculation

That's actually a good point. Someone is applying Physics here

Now that you mentioned it, yeah it doesn't make sense. Effects should be stacked and calculated accordingly, not take precedence over the last applied effect and overwrite them.
