Chang'e is the youngest disciple of the Great Dragon. From an early age, she exhibited amazing magical potential, quickly mastering the Great Draong's greatest spell - The Sacred Satellite. From then on, Chang'e earned the Great Dragons eternal love. However, Chang'e had a energetic and fun-loving personality that gave the Great Dragon quite a few headaches. Finally, he asked Zilong, his adopted son, to look after Chang'e. The Great Dragon was hopeful that Zilong's diligent and determined character could help guide Chang'e. Zilong came to love the vibrant and intelligent Chang'e. They often spent countless hours together, practicing magic and finding divine creatures to play with. Chang'e also loved spending time with her big brother, Zilong. Her favorite part of the day was at the end of the training, when Zilong would carry her on his back on their way home. During the second War of the Planes, Zilong assisted the wise rulers of the land, traveling between worlds. After he left, Chang'e returned to her naughty and childish ways. At one point, the Great Dragon was not sure if there would ever be another day of peace-That is, until Chang'e swallowed one of his scared pills by accident, thinking it was candy. The Great Dragon immediately cast Chang'e out of his sanctuary and ordered her to assist Zilong and make up for her mistake! Even then, the Great Dragon felt compelled to give Chang'e his precious Crescent Moon to protect her.

Hero Specialty: Chang'e is a Long-ranged Mage hero.

One of the best mage for damage and slow given by the items, so for this reason she really need a buff because she use a lot of mana

She is a good mid-laner and really strong in team that have CC so in this way she can use her ultimate in the best way and also she can escape since she has not some escape skill.

Passive Trouble Maker: Each time Chang’e deals damage to enemy units, she will leave a mark on them and her next skill damage dealt to those with marks will be increased by 2% (up to 40%)

First Skill StarMoon Shockwave: Chang’e sends an energy ball forward, dealing 340(180%Total magic power) points of Magic Damage to enemies and slow them by 40%. Lasts 1.5s
Crescent Moon: Crescent moon will send 4 energy balls alongside Chang’e, each of which deals 20% of Chang’e damage and slow enemies. (slowing Effect can be stacked up to 75%)

Second Skill Crescent Moon: Chang’e summon a Crescent Moon to bless herself, gaining 400 (+120% Total Magic Power) points of Shield, while increasing Movement Speed by 15%.
While the Shield is active, her skills and Basic Attack are enhanced.
Enhanced Basic Attack: Each time Chang’e performs a Basic Attack, the Crescent Moon will deal (+20%Total Physical ATK)(+30%Total Magic Power) points of Magic Damage to enemy targets as well.

Ultimate Meteor Shower: Chang’e gathers strength and increases her Movement Speed by 20% for 4s. Meanwhile, she launches 30 Meteors forward, each of which deals 65(+15%Total Magic Power) points of Magic Damage (deals extra 100% damage to Minions and Creeps.)
Crescent Moon: Crescent Moon will cast Meteors together with Chang’e, each of which deals 33% of Chang’e damage dealt

Always keep the second skill active and reuse it only if it is removed (the second skill disappears if the shield is removed and it strengthens the first and last skill) then slow down the enemies with basic attacks thanks to the ice queen wand and glowing wand or eventually wait for the allies' stun and finally use your ultimate

Spell and Set

Movement SPD and Magic PEN

I suggest to use Flicker or Purify, because Chang’e don’t have escape

Lolita because of second skill

Hayabusa with ultimate

Claude in late game

The same for Irithel (late game)

Helcurt with silence and ultimate

Nice guide out there.
Everyone had different view of item. Although she depends on team cc to use her ultimate fully. We can use her first skill to slow down then ultimate if needed. I like your build and guide. Cheers.
