Masha is the best at push but not a counter to anyone, also not tanky.  Best at stealing turrets while the rest of your team is in team fight
Baxia is a better tank, just harder to aim his cc at a specific enemy

yup. i feel that when i face with enemy masha, she always focus to steal turret, turtle, and lord without anyone care about her missing :"D.

From my personal experience, you should go with baxia. He has damage reduction so sustainable in battle field. Has tons of damage with anti life steal effect on opponent. has knock up and movement buff on first skill. 2nd skill has slowdown effect too. Overall perfect for a tank user.
