The MATCHMAKING SYSTEM depends on your Internet Connection.
Thus your LAGGY ISSUES must've been triggered due to your INTERNET CONNECTION.

THAT IS WHY -- I'm suggesting you to use www.speedtest.net/ to scan and know if either your Internet Connection is stable or NOT.

If your internet connection is stable, then we'll send an email to the game Customer Service.
But if your internet connection is unstable, You're on your own on finding a way to fix and turn your Internet Connection / Wi-Fi Into a stable one.

Don't even tell me that you're using SMART or Load DATA to play the game?

How about providing a screenshot/video/evidence?
Yes, it's true that lower ranks pairs up with higher ones.
BUT this only happens in CLASSIC , without the invitation from your teammate or without inviting one of your teammate who's rank is higher than yours.
Matchmaking is Normal when it comes to Ranked Mode.
Master - Master  - Master - Grandmaster - Epic = Your Team
Master - Master - Grandmaster - Epic - Master = Enemy Team.

It''s fair.
What the rank divisions your team contains goes the same with the enemy team.
