Everytime I team up with my friends in The Philippines I always have 280+ ms. I have good connection and all but it still gets me everytime we play. Any thoughts about that?

May I know form which country are you?, you can experience 283ms, if you are playing with players outside your server, example: your from europe and your playing with players from asia, you will surely experience 283ms connection speed.
As schutz said yes you will lag when playing with an asian person while you are in the US, however to add on you can play with people from other countries like countries close to the US possibly south america as well and canada in this case, about the EU might be a mess but if you have anyone from the EU U might try in a custom game
