Skill 1【Poker Trick】:Harley shoots forward multiple rounds of cards at speed, dealing magical damage to the first enemy hit. Each time an enemy is hit, Harley's attack speed will increase, up to 8 times, lasting 3s.

Skill 2【Space Escape】:

Harley disappears then reappears further forward, leaving his magic hat behind. After using this skill Harley's movement speed will increase for a period of time; if this skill is used again within a short time, Harley will return to his original spot where the hat is

ULT【Deadly Magic】:

Locks onto an enemy target in sight and launches a fire ring (can be blocked by other heroes), dealing significant magical damage when it hits the enemy, generating a big fire ring around the target for a few seconds. Harley's skills will then only need to hit the fire ring to deal damage to the target, after the skills effect subsides additional magical damage will be inflicted too.

Passive 【Magic Master】:

Since he knows the essence of magic so well, Harley's basic attack will deal extra magical damage to the enemy

Note: -the stats shows how competent and strong this new hero is.
-His both of offense and ability effects bar are high so imagine the damage x)..
-he has low movement, speed.. so its better to keep distance from enemies ( tanks and disablers )
-a shoes is a must for this hero, and probabely with ice queen wand or/and glowing wand for more speed.

Skills:


Passive: Magic Master
as a magic master, his basic attack deals 60 magic damage.


1st Skill: Poker Trick
Shoots 3 rounds of cards, dealing 150 ,magical damage to the first hit enemy (damage decays when the same target is hit 3 or more times ) and increasing his attack speed by 5% at each hit, up to 8 times, lasting 3 seconds


2nd Skill: space escape
Disappears right away, leaving a magic hat at his place and then appears in the front, increasing his movement speed by 30% for 2s; use this skill again in 4s to return to the hat.





Ultimate Skill : Deadly Magic
Locks an enemy target in sight and launches a fire ring ( can be blocked by other heros ) dealing 200 magical damage at hit and generating a big fire ring around the target for 4 seconds which allows Harley to deal damage to the target by hitting the fire ring. Then it deals 100 and 40% HP loss ( damage taken ) during this period by the target magical damage after.


Notes:
-thanks to his passive, he's like a marksman. Its the first mage hero that relies on his basic attack. !!!
-the first skill is just amazing !! With this skill u can no longer worry between running or atking !! Now u can do both at once !! Also the dmg is great !
-if combined with ultimate skill, u can count the enemy dead !!
-2nd skill is crazy !!! Its extremly good for both charging and escaping !!!
-the hero skills are kind of a combination between many heros.. for example : his 2nd skill reminds as with alice's 1st skill about the teleportation.
-his second counts as a free upgraded-flicker pursuited with a speed up !! Its a am-so-gonna-catch-u skill !! Honestly, this hero is amazing !!
Basic Spells:

Note:
In my case I'd recommend one of three : Purify, Inspire, or weaken..
-Purify: against disablers, especially after u teleport with 2nd skill to get kill and want to teleport back and time is running out, and u got disabled by an enemy hero.. so u purify to escape otherwise u may die.
-Inspire: works best if u're building critical, lifesteel basic atk for insane dmg thats crazier than karrie's !!!
-weaken: u can use this in two situations:
To escape when u're being chased
Or generally, to take out an enemy hero quickly or in critical time.

Emblem Sets:
Now after testing, magic emblem set and magic assassin set are the best for this hero !!



Note:
[size=39.5613px]-u can still use some of the physical sets if u're going for crit dmg steal build, it may work best.

Gears:

I recommend 2 sets, eithet full magic dmg or crit dmg with drain/lifeSteal..


Note:
-the magic dmg would be good for pure skill using and phew basic hits
-the crit dmg+ life Stea is the opposite, mostly good for basic attacking with skill using when needed.

IGN: BukoJuice -Harley Guide- Team Role:  Harley is a lot similar to Cyclops with great farming, mobility, and 1v1 potential (even against Karrie). His ulti can be used to single out an enemy during a team fight. He also has strong AA with magic damage.   My item builds:  -The Duelist- (a.k.a Cyclops build)   Enchanted Talisman, CDR Boots, Calamity Scythe/Holy Crystal, Concentrated Energy, Feather of Heaven, Blood Wings  -The Magic Support- (a.k.a. Tickling role)   Enchanted Talisman, CDR Boots, Ice Queen Wand, Feather of Heaven, Glowing Wand, Blood Wings  -The Off-Tank/Bait/Support- (When your team has too many squishies and need a tank)   Enchanted Talisman, Warrior Boots, Concentrated Energy, Courage Bulwark, Thunder Belt, Immortality  Skill combo:  Skill 2 to pop in - Ulti - Skill 1 - Escape with Skill 2 or Auto attack/Kite - Skill 2 forward to chase fleeing enemy or blink backward to escape   Unlike Cyclops, his ulti is mostly not for reap/last hitting. It deals 40% more damage based on the damage you deal within the duration of the skill, so use it first.   You want to pop in teamfights when your tank and charger have used their skills. Your ulti's main target should be the enemy marksman (or whoever the main damage dealer). Position is important, you don't want your cards to be blocked by the enemy meat shields.   Harley vs. Cyclops  -Cyclops has two spammable skills, so he deals more damage during teamfights. Harley is a better duelist.   -Comparing their 1v1 potential, Cyclops damages slowly, while Harley burns the target fast.  -Both heroes can effectively be an off-tank, since their skills require them to be in front of the enemy.   Will You Buy Harley?  It's up to you to decide! Personally I think he's fun to use, but wouldn't rank him very high in the current high ELO meta.

Mana Cost: 90
Cooldown: 6.9 Seconds

Shoots 3 rounds of cards, dealing 150 magical damage to the first hit enemy (damage decays when the same target is hit for more than 3 times) and increasing his attack speed by 5% at each hit up to 8 times, lasting 3s

Note:
-Harley's main harass skill
-Damage decreases if enemy is the same enemy is hit more than 3 times, but his attack speed goes up!
-Awesome attack speed increase! hit a full wave of creeps, and your attack speed can go up to a total of 40%! Maximize this!!
-You can move while the skill is casting, so maximize this while you chase or even when you escape!


Skill 2: Space Escape

Mana Cost: 60
Cooldown:  11.7 seconds

Disappears right away, leaving a magic hat at his place, then reappears in the front, increasing his movement speed by 30% for 2s, use this skill again in 4s to return to the hat.

Note:
-Harley's main positioning skill,
-Very useful for chasing and escaping! even for just running around the map :)
-use 2nd skill first within a bush / through walls before engaging enemies, and within 4s you'll have good escape :)
-Great gap closer, combo'd with 1st skill when enemy is trying to run away


Ultimate: Deadly Magic

Mana Cost: 120
Cooldown:  23.4s

Locks an enemy target in sight and launches a fire ring around the target for 4s (can be blocked by other heroes) and dealing 200 magical damage at hit
Allows harley to deal damage to the target by hitting the fire ring
Then it deals 100 and 40% loss of HP during this period by the target magical damage after

Note:
-It marks that the enemy is about to get burned! XD
-cast this before using your combo of 1st skill and basic attacks for maximum damage
-Damage the enemy as much as you can while he is has the fire ring, if ever the enemy escapes with about 20% hp left, he's dead XD
-Be careful as the fire ring can be intercepted and blocked by other enemy heroes!

Use your mobility and attack speed to your utmost advantage, be aware of the map and pop in other lanes when allies need help to secure kills, be creative in your engages and escapes and surprise your enemies!


These combos were effective for me:

2nd Skill - Ultimate - 1st skill - Normal attacks - 1st skill

Ultimate - 1st skill - 2nd Skill to chase / normal attacks as you move - Execute - 1st skill

Team fights

Try to get enemies one by one when possible, and dont get too much attention in a clash (you'll die real quick), wait for the tanks and fighters to go in first, come from behind or the sides and aim for squishies like marksmen :) Be careful where you aim your ultimate
Use space hat first in a good location before engaging enemies to secure an escape just in case, keep moving as you attack~

Ganking

Though Harley is a mage, he seems to be more effective to play like an assassin and reap!
Aim for squishy heroes
Attack from bushes / outside of the enemies' view, cast you ultimate then combo with 1st skill and normal attacks as you move, use 2nd skill to chase incase enemybtries to escape

Note:

Gears listed below are interchangable, and should be bought according to your play style and enemies you are facing, Learn to buy manually from the shop and change gear layout depending on the situation.

This build is quite effective for me

Here are some good alternatives  :)

Assassins

-Natalia, Hayabusa, Karina, Fanny who'll do burst damage to the enemy as soon as you cast your Ultimate

Allies that can stun / slow down enemies as you damage them

-Good control skills like Chou, Freya, Xilong, Ruby, Franco, Tigreal, Minotaur, etc.

Enemies that can delay/stop you from moving
-Nana, Chou, Aurora etc.

Enemies that can evade you easily
-Hayabusa, Kagura, Fanny etc.

Harley is really fun to play!

Being both strong in normal attacks and skills, He can devastate heroes, he can push, he can gank, he can secure his escape ! :D

He is great for beginners too as his skills are not that complicated to use

He is a really really squishy though so.. Be quick with escapes!, Remember to keep moving around! AOE spells will have a hard time hitting you :)  and gank and jungle when possible

When built with lifesteal and attack speed, he can probably rival Karrie's damage potential just a bit
